![]() News Headlines The Plan They Said Didn't Exist The Mixed Use District ~ to be covered in concrete Industrial and Manufacturing Buildings, Office Space and supporting roads ~ constitutes the entire airport and race course land. The airport critical zones don't even protect the runways from building construction ~ only approach corridors for noise abatement and those are limited as you can see. The plans viewed by the Editor have the entrance of the Valley of Speed covered not only with a Power Sub-Station ~ and mind you, AAWC Planner Dean Schulz indicated in his documents that multiple Power Sub-Stations will be required to support Airport Development ~ but enormous Industrial Warehousing facilities comparable to the Shipping Warehouses and Loading Docks in nearby Lemon Valley, just east of Highway 395, and as seen to the South of Stead Airport between the Stead, Silver Lakes and Silver Knolls community. This constitutes a land grab by the AAWC, but also Major Fraud against the United States Government, the People and their Treasury, by Krys Bart et al, in that they have signed agreements in which this land is supposed to be kept clear for safety purposes and utilized as a open-area, noise abatement and buffer zone. Otherwise, the Government must be paid back for unauthorized use and it will not be Krys Bart and friends footing the bill, but the taxpayers. Such non-Aviation use is prohibited by the Terms and Conditons of the Airport Improvement Program (AIP), which provides Grants for Airport Improvement and Construction processes, much of which could go to waste if this Center is built after the improvements are made. As it is, the AAWC is not allowed to construct these facilities on Airport lands as long as there is an "Aviation Use" for the lands. The open space on Stead Airport is critical to BLM Air Attack Tankers fighting fires in the region, as well as in the neighboring State of California, as tankers may need that space for Emergency landings off existing runways, particularly in high wind, hot and high operations, with one or more engines out or hydraulics for landing gear operation rendered inoperational. The Original Plans viewed by the Editor also called for catering to the needs of VIP and Business aircraft over all other aircraft operations, all while the runways are enroached upon by Industrial buildings of all shapes and sizes, the largest being situated in the Northwest at the Valley of Speed. Hotel and Motel operations are envisioned to the West near Lemon Valley, in the general area of the Go Cart Track, and Outer Pylons 1 and 2 on the Unlimited Course. A roadway will circle the infield area and is seen on the map below, maked in blue. This roadway was also visible on the original plan. Noise in the area will increase none the less due to heavy trucks and vehicular traffic, along with increased railway activity already in existence and likely to be expanded, in the Stead environ. Observers indicate plan delayed none the less due to troubles involving Nation's Economy, Financial Troubles experienced by Casinos due to High Gasoline Prices causing folks to stay home and piping water into the area ripped off from California. by Mark S.
"Bear" Daniels In the 2003 time frame, Silver State News Service revealed plans by the Reno Air Racing Association (RARA), and its CEO Michael "Mickey Da Rat" Houghton, to shut down the Reno National Championship Air Races, an event that "celebrates" its 45th Anniversary this year, on the eve of the 100th Anniversary of the World's Fastest Motorsport itself ~ Air Racing. Many poo-poo'd the idea, right up to the moment that Michael Houghton himself announced that the Air Races would be shutting down during a pilot's meeting in September, 2006, at the National Championship "Invitational" Air Races at Stead. Well, now we can show you the plan itself, which has apparently been published since 2003 by the Airport Authority of Washoe County (AAWC), the renegade, quasi-Municipal organization led by Real Estate Agent Krys Bart, formerly of San Jose International Airport, San Jose, California. The plan confirms precisely what we said all along: "The Mixed-Use District will contain facilities directly associated with airport operations (i.e., runways, airplane hangars, terminal buildings, etc.) Other airport compatible developments may also be located with the Mixed-Use District. Appropriate land uses include industrial, office, commercial and public facility developments. Residential develoment, and other airport incompatible land uses (schools, churches, etc.), are not allowed within the Reno-Stead Airport Regional Cener Plan. In addition, the minimum non-residential intnsities that are identified in the Regional Plan (1.5 floor-area ration) do not apply within this Regional Center Plan because safety and noise concerns generally make high-occupancy land uses incompatible with airport operations. The airport critical zone requires low occupancy land uses and sound-attenuating construction methods in key overflight areas." The plan is under implementation as indicated with recent construction of taxi-way areas and clearing of lands West of the main ramp, RARA and ERA Hangar facilities. The plan is designed to accomodate VIP and Business aircraft and the Air Races will be forced to shut down once the development and construction of buildings, electrical Power Sub Stations and power poles on the race course (Valley of Speed), as well as the in the in-field (identified as "infill" in terms of "Construction Phraseology," i.e., the infield will be infilled with buildings and other things for Unlimited and Other Racing Class pilots to smack!" ~ by the AAWC) areas commences. The Federal Aviation Administration (FAA) has previously warned the Reno Air Races and the AAWC that if construction of those power Sub-Stations begins, predicated on the construction of the Tracy to Silver Knolls 120kV power line, the waiver for the Air Races will be withdrawn. We are, however, receiving reports that the plan is delayed, on one hand, due to the condition of the Nation's Ecomony and the Real Estate crisis currently underway, which may or may not eventually be solved by today's passage of the Housing Bill in Congress, but also due to accompanying High Gasoline prices causing folks to stay closer to home, cutting off potential revenue to Reno area Casinos and Hotels. Our source indicates that no shutdown is pending at this time because the Casinos need the Air Races to bring in additional revenue during these hard economic times. The word is, in fact, that Houghton and the Air Races are in trouble if they don't produce traffic, meaning, that development is not likely to take place and may be quagmired and unlikely to occur over the next five years ~ something that may allow fans to see the 50th Anniversary of the Reno National Championship Air Races in 2014. SSNS Editor Mark S. "Bear" Daniels had viewed the original plans, some dating back thirty years, along with plans similar to what we present here at this time, some five years after this plan's drafting. The older plans showed the development of the taxiways that are recently completed at Stead Airport. The master plan saw the entire racecourse and infield covered in Industrial and Manufacturing facilities similar to those seen in the Lemon Valley area, and as most of our Readers know, overflight by aircraft of buildings cannot be conducted beneath 500 feet by Nevada State and Federal Aviation Regulations (FARs), and overflight of buildings and personnel by Racing Aircraft is strictly prohibited by FARs. This latest plan was found by the Editor during an obscure search that resulted while looking for Real Estate information and statistical information concerning the entire City of Reno and the region surrounding Stead Airport, which have been annexed by the City of Reno. Despite calls to the City of Reno within the past two years, to include the Offices of Mayor Bob Cashell, no one ~ including the Mayor ~ indicated having any knowledge of the pending shutdown of the Air Races, nor development of the area, and yet, Mayor Cashell's Office is listed on the Master Plan and this Regional Center Plan of the AAWC. Needless to say, we were lied to, but what's new about that in Nevada and Washoe County politics and business!? The corruption continues unabated ~ until they get caught. The plan was secreted onto the internet using obscure references that would not attract attention to the plan's critics, which include this Publication and its Publisher/Editor. The plan, however, is not secret to local Real Estate Agents, who have had knowledge of the plan since its inception and have been "insider trading" in Real Estate ever since, with much of the lands in the Silver Knolls and Red Rock areas being eaten up by Real Estate speculators and investors, and not potential homeowners. Once the unsightly complex is built, land values are expected to skyrocket and business has the potential of wiping out local neighborhoods using their friends at the AAWC and that non-elected group's application of Emminent Domain, which has been seriously abused and misused by the AAWC on behalf of Corporate business interests in the past, i.e., Rewana Farms and the application of Emminent Domain for the contrived purpose of Noise Abatement Buffer Zones at Reno Tahoe International, followed immediately by a 100 Cargo Jet Air Freight facility once evictions had been carried out, which would merely have carried the noise into other neighborhoods while systematically wiping out low cost housing to minorities and low income families. The Air Races were scheduled to be secretly moved to the Las Vegas area, however, SSNS learned of that plot and threw a Monkey Wrench into the works momentarily. That plan was abandoned and by all appearances, if such a move takes place, the Air Races would likely be moved to Las Cruces, New Mexico, or Mojave, California, to be associated with but subordinate to, Space Racing interests of the X-Prize Foundation and Dr. Peter H. Diamandis. Space Racing demonstrations are currently underway in Oshkosh, Wisconsin, with others expected later in the year, to include at Stead this September. Las Vegas Air Racing, under Bob Avery of World of Wings (WoW), is currently delayed by the development of a dedicated Air Cargo facility and Airport in Mesquite, Nevada, not far from Las Vegas, where ample land is available for both Airport, facilities and Air Race course. RARA has attempted in the past to "move in" on this planned event and shut Avery out, but as stated, their conduct at the time negated such a heinous and downright criminal travesty from occurring. Just the same, our Readers are advised that not only should they not consider the 100 Cargo Jet facility a "dead issue" at this time, they are also advised that RARA encroachment on Las Vegas and Bob Avery's turf remain an imminent possibility. We will have more to you in the near future as new Discovery takes place. Much to talk about as this plan isn't dead, but delayed, and therefore, it can still be stopped. So can the criminals trying to implement this massive Air Safety Violation and Fraud Fest (boondoggle). Only the developers will profit from this...not Air Racing! Not the people of Reno, Nevada or the United States. Even others around the Globe will be hurt if this Historic Airport gets shut down! |

The dotted blue line represents a transit corridor for truck and vehicular traffic to Industrial Warehousing and Manufacturing buildings on either side. The plan, prepared by a quasi-Municipal organization, not only has Government competing with the Private Sector, something expressly forbidden in a Democratic and Capitalist economy, but is so absurd as to have Government competing with itself. Areas around Stead Airport and Lemon Valley are already zoned for such use, and additional facilities are located in nearby Storey and other Counties, not to mention, Fernley. This plan will compete with those as well and base its existence on providing employment for presently sparesely populated neighborhoods in Red Rock, Silver Knolls and Stead, which will become less populated as land prices skyrocket once development begins ~ and land prices are already on the rise just based on the existence of this plan on paper. Mayor Bob Cashell ! Why the lies, Mr. Mayor!? At the bottom of the list, Krys Bart, the Real Estate Queen of Nevada, and her Planner, Dean Schulz, whom we already have incriminating documentation on from the 2002 & 2003 time frame. This in regards to the lies the AAWC was telling, that there was no plan to develop Stead Airport as stated through Brian Kulpin, their PR Man, while at the same time he was saying that, I was already holding onto documents from Bart and Schulz outlining the "aggressive" development and need for "additional Power Sub-Stations" on Stead Airport itself, not just the one adjacent to the Valley of Speed (Lemon Drive, West Side) contained in the BLM's Tracy to Silver Knolls Power Line Project, now referred to as the Tracy to Clark Power Line. What they don't tell you is that all land owned by the AAWC, in accordance with FAA AIP Guidelines, is considered "Airport Land" and subject to Federal Regulation because AAWC is the receiver of Grants, per its contracts with the Federal Government and the FAA. They also don't tell you the buffer zone is Airport land ~ they're calling it private land, when it's anything but. Thus, Major Fraud under Title 18 of the U.S. Code and other applicable Laws of the State and Federal Government, including FARs. I like the statement at the bottom: "Need for Reno-Stead Airport Regional Center Plan" Our response is the same for the Plan as it is for what's Planned: Absolutely nil! No need whatsoever! One Power Sub-Station allowed in the Valley of Speed, and its over for Air Racing at Stead. Still time to stop this plan from going into effect, and once the Casinos realize what they're about to do, the plan might come to a screeching halt. No Air Races, no 250,000 + tourists infused into the area with their Tourist dollars. And as nice as employment might be, the trade of for the Casinos is they gain 1,500 to 3,500 workers over time, whose income will be primarily utilized for the support of their families and vacationing elsewhere, not for spending in the Casinos... ...and the Casinos, along with local businesses, lose in the vicinity of Fifty million dollars ($50,000,000.00) minimum for the remainder of time in this specific, geographical, location. There is not much room in the local Counties neighboring Washoe County for a replacement site. At the same time, cancel this project, expand the number of events and cause event operators to compete with each other, and let's see how long RARA survives, and even better, multiply a minimum of 250,000 or more people by, for example, four events a year. Smaller events held by class or classes inbetween to keep the site an Annual event and training ground. The more productive and friendlier the Event operator, the better the odds they will stay while the trouble-maker Events and organizations, like RARA, are foreced out. Win Win for Air Racing, Pilots, Teams, Fans, Team Owners, Sponsors, the Community and the Local Economy. After all, just how much concrete does the World need? If sap rising and falling in trees can cause the Earth to wobble, what effect does excessive concrete have? Like balancing a tire! And the greater argument lies in what you can view not only in Air Racing, but in scenery between Air Races. Plus, Community safety is not endangered when Tankers, Air Guard, Army Guard and Police, are compromised with buildings, High-voltate wires and other obstructions to flight, threatening Aviation assets and the lives dedicated to flying the same. More importantly, the plan ignores almost totally, the issue of Safety. For example, nothing said about the incidents at Reno Tahoe International where buildings in close proximity to a runway usually wind up with airplanes punching through and rarely, the non-fatal result to those onboard, though this publication did observe one Beechcraft King Air whose passengers survived such an accident back in the Winter, @ 2002-time frame. And those that tell you the future of the World's Fastest Motorsport is dimming, are lying to you. You could extend the life of the Warbird racers just by throttling back and coverting to Stock Warbird Racing or Cross-country affairs, like the AirVenture Cup, underway between Kitty Hawk, Dayton and Oshkosh this week, and let the Sport Class begin its evolution into the Unlimited realm. You could create more trophy races and National Championship banners for different fields of competition. As the value and demand of the Air Racing plane increases, composite replica racers, homebuilts and even new production becomes possible. At present, the Supermarine Spitfire and the ME-262 are being rebuilt in replica form. Any number of racers could qualify as the modified racers are turned back to stock. New composites and new construction racers and engines can fill the place of their sight and sound on any racecourse for a hundred years into the future. And as for the Sport Class, which hasn't even begun to touch its Class design potential, the Air Race circuit has the potential to expand based on the theory that kit planes, becoming greater in number and more widespread in availability across the country and around the World, could develop the racers necessary to construct the circuit, and Air Racing can once again, be the prime Motorsport that it was in the Golden Age before WWII. Pretty much Industrial and Office use, streets, parking, with application to building height and "setback," which we assume means from each other and the runways/taxiways, with allowances for Public Art... Oh, and RARA has had their input. In exchange for your Air Races, the plan is to build an Air Racing Museum in the same location where RARA killed Air Racing. Open Air Museum, apparently, with no walls. Just aircraft inside a Reno Police-chalked outline of the victim. We should also point out that with all the buildings and wires, these new and numerous obstructions, some quite large in size, become a danger to Army Guard, Air Guard, U.S.M.C. Aviation and Washoe County Sheriff's Raven Squadron Anit-Drug/Anti-Gang and Emergency Response interdiction. And while VIPs, Executives and Celebrities gain use of Stead, Lord knows what's going to happen to the General Aviation pilot. We are of the belief that all Soaring operations will have to be suspended, along with any ballooning on Airport grounds. The Balloonists could make an agreement with the City for expanded use of San Rafael Park, but the gliders are eliminated from Stead except in an Emergency, and even then, few will venture near and will stay to other airports to the South and North. That is a demarcation line providing 50 ' of space between homeowners and the enormous, concrete monstrousity planned by the AAWC, as we had previously stated. Another 50' wide strip is planned on the Eastern boundary, adjacent to Lemon Valley, but is less visible in this graphic. Date of the Map is June 25, 2003, and is subsequent to what we observed first hand. There are other drawings with building locations, sizes and uses at AAWC. The AAWC did not respond to subsequent Public Records Inspections.
