Adopted Daughter admits being in possession of woman's stolen identification cards (Identity Theft). Then, woman is set up for entrapment and falsely accused of counterfeiting and identity theft. False Counterfeiting charges involve woman's attempted use of image of the U.S. $10.00 bill on a business card; False Identity Theft charge admitted to by friend of woman ~ her confession ignored by Law Enforcement and the Courts. Kimberly Blackwood vs Washoe County Social Services

Case of Mother whose husband suffered heart problems while she was away and he was watching her child. Washoe County Social Services called in to care for Woman's daughter until she could return home. Washoe County now refusing to return the child on unfounded and unsubstantiated charges of neglect.

Washoe County Social Services and Child Protective Services are refusing visitation rights to both father and mother as directed by Washoe County's appointed Child Psychologist.

Now, sexual misconduct alleged against Family Friend. Local Law Enforcement refused the opportunity to interview child with Mother present. Law Enforcement Offical reportedly finds no sign of abuse, contradicting findings of CARE Report which was denied the Woman until today, November 19, 2008, one day before she must appear in Court In Pro Per. Human Trafficking alleged against Washoe County Social Services and CPS.

Human, Children's Rights and Civil Rights Violations. Fraud, False Misrepresentation, False Statements, False Swearing and Perjury by County Officials. Abuse of Defendant by Attorneys and Judges. Abuses by Washoe County involving interference in family quality time at School Sporting events. Includes abuses by group known as "The Children's Cabinet" wherein violent teen, who struck and was abusive to his Mother, was removed from the Home based on allegation that Mother had given 4-year-old daughter alcohol. Charge is denied. Belief is that child took a drink from a soda can belonging to teen's younger brother and that alchohol was hidden inside.

Mother and Step-father later learned after the teen was removed from the home that he had been dealing illicit drugs with a younger brother and attempted to stop both from this criminal misconduct.

Older teen now an adult after turning age 18. Reportedly dealing drugs out of a foster home. Reportedly was dealing drugs while at The Children's Cabinet and before move into foster home. Told Mother how they would sneak out through a window opened just so far to avoid setting off an alarm.

Adult 18 year-old now reported as having illicit relations with underage girl at her home The 18-year-old's Mother indicates that he will never get into trouble since the underaged girl's own Mother ~ a former stripper ~ is being supplied with drugs by the 18-year-old.

18-year-old's Mother falsely accused by him and his younger brother while teens, of giving alchohol to her husband's four-year-old daughter. Mother denies the charge. Husband declares her innocent.

Mother ordered by Child Protective Services to Divorce Father. Suffering retaliations from CPS despite separation from father caused by Harassment and Abuse at the hands of Washoe County Social Services and CPS workers, to include, The Children's Cabinet.

Conflicts of Interest ~ Director of Washoe County Social Services is on the Board of The Children's Cabinet, along with other Washoe County officials, including Judges. Group sponsored by Scolari's Food & Drug Company, currently facing charges of Sexual Harassment in EEOC vs Scolari's.

Washoe County, Nevada, officials attempting to try man on false charges of improperly touching an underaged girl, his step-daughter. The man has been "found" to have been properly served and "found Guilty" of the charges, however, a major problem exists in the fact that he was not served nor present in the court room during the hearing!

Involves multiple Civil Rights violations. Also, Human Trafficking and Abuse charges against Washoe County Social Services for attempting to taint Defendant's reputation with Child Abuse charges and to take away child/step-children without regard to Defendant's Civil Rights.

Human, Children's Rights and Civil Rights Violations. Obstruction of Justice, Threatening and Tampering with Witnesses, Racketeering Influenced Corrupt Organizations Act (RICO) violations. Mandate of Law not being followed by Washoe County Social Services and CPS.Human, Civil Rights violations directed against the Father, his child and step-children.

In act of revenge, Female Worker from State of Nevada, Washoe County Social Services, Child Protective Services, offended by being addressed as "C" Word, transmitted case documents illegally and in violation of existing Court orders, as well as Privacy Act, to Defendant's ex-wife.

Ex-wife and her Attorney brought Confidential documents into case. Both Ex-wife and Counsel ordered to return documents to Defendant by first Judge. This did not happen. Judges changed while case in process but before CPS became involved. Washoe County Deputy District Attorney Greg Shannon instructed CPS to stop talking to the man's ex-wife and also told them that they had better not be giving her any information. These instructions were apparently too late as they had already committed their misconduct.

Deputy DA Shannon also allegedly told CPS to release records belonging to the man's new wife in May, 2008. The new wife still does not have the records as of this time of writing, November 19, 2008. The new wife sent Deputy D.A. Shannon a letter requesting that he remind CPS to give her the records. The D.A. (Gammick) called the new Wife's CPS Attorney and told him to tell the Wife to keep her mouth shut. Deputy D.A.

Shannon is now retired.

Second Judge subsequently bars reasonable visitation with daughter based on entry of Confidential documents into the case after first Judge allegedly transferred, though she hears cases in the same Courthouse.

Conflicts of Interest ~ to see daughter under supervised visitation, the man must pay the Rainbow Children's Center by the hour for supervision and all related expenses, this after his ex-wife had initially been ordered to share the expenses. Rainbow Children's Center is a Department of the Solano County District Attorney's Office, in California.

This Father now has to complete an intake with the Rainbow Children's Center, and though they are open every day, they only do intakes on certain days and they will not work with the Father. The ex-wife is ordered to speak with him about the welfare of the child but refuses.

Even if the Father does does what is expected, he will be denied his visits.

The Father is obstructed in his attempts to visit with his child on supervised visitation. Beyond the ex-wife's intransigence, there are allegations that the Rainbow Children's Center personnel have also told the man's ex-wife to never speak to him in regards to visitation. According to his current Wife, Rainbow Children's Center personnel told the ex-wife that is was "best if they handled it."

The current Wife indicated that "that's because they really scewed up (name witheld) intake on the first visit, and then they tired to blame it on the ex-wife.   When we got the ex-wife's story, it seems rainbow did it."

Fitch Rates Washoe County School Dist., Nevada's $45MM GOs 'AA-'; Outlook to Negative


SAN FRANCISCO--(BUSINESS WIRE)--Fitch Ratings assigns an 'AA-' rating to the $45 million Washoe County School District (the district), Nevada, general obligation (GO) limited tax school improvement bonds, series 2009. In addition, Fitch affirms the 'AA-' rating on the district's $545.4 million in outstanding GO limited tax bonds. The Rating Outlook on all bonds is revised to Negative from Stable. The new issue is scheduled to sell competitively on Jan. 28, 2009.

The Negative Outlook reflects Fitch's concern about the impact the area's weakened real estate market is likely to have on the economy, enrollment, and tax revenues. Fitch expects financial operations to be further pressured by likely state funding reductions as Nevada manages its own budget deficit. The deteriorating real estate market is evidenced by the Washoe County (the county) assessor's recently announced plan to reduce all county land values by 15% for fiscal 2010, which follows a 10% reduction already approved.

Construction employment dropped considerably in 2008, as did the county's job base in nearly all other sectors. In spite of these challenges, however, Fitch believes that the district's conservative financial management to date leaves it well-positioned to manage through a period of financial stress. A rating downgrade could be triggered by prolonged and/or severe tax base and revenue losses, meaningful reductions in the district's reserve levels resulting from the inability to enact spending cuts to match revenue losses.

The 'AA-' rating is based on the district's solid financial position with operating revenues supported by a sizable state funding guarantee, strong management as evidenced by fiscal discipline and prudent long-term capital planning, and low debt levels with rapid amortization. These positive factors are balanced by the county's recent employment base losses and Nevada's deteriorating financial position and the outlook for slow or negative tax revenue growth. The district's ongoing financial strength depends on its continued ability to manage the revenue impacts of flat or negative enrollment and tax revenue growth coupled with reduced state support.

The district operates Nevada's second largest school district with an enrollment of about 63,310 students for the fiscal 2009 school year. The district is coterminous with the county and includes the cities of Reno and Sparks, as well as resort communities on Lake Tahoe. County population growth has been strong, but moderate compared to the state's population gains, increasing 23% since the 2000 census, compared to 36% statewide. School enrollment growth increased about 2.3% annually for several years until 2006, when the annual increases slowed, prior to a 0.5% decline for fiscal 2009. The district attributes the decline to a charter school and expects continued competition from charter schools, with the demographer projecting a similar loss for fiscal 2010, after which enrollment stabilizes. The state's per-pupil funding formula uses the prior year's enrollment as its base in years when the student count declines, resulting in a one-year delay of the revenue impact.

The state provides about 30% of district revenues through its per pupil funding formula, and it also guarantees a portion of the local revenues as well. This funding formula coupled with conservative budgeting and financial management practices, has contributed to the district's historical financial stability. However, the state aid dependence will pressure financial operations at least in the near term as the state addresses its own revenue weakness. (Fitch rates the State of Nevada's limited tax GOs 'AA+' with a Negative Outlook. The Outlook was revised from Stable in July 2008 reflecting the state's deteriorating financial condition). The state's 2010-2011 biennial budget is likely to contain cuts to education funding, which will compound the district's expected budget balancing pressures.

Historic operations yield evidence of strong financial discipline, well positioning the district going into the pending strain. Financial operations are characterized by conservative budgeting whereby strong property tax revenue growth was met with prudent spending controls, resulting in consistent operating surpluses and rising reserve levels. The district ended fiscal 2008 with an operating surplus of $10.5 million, bringing the total fund balance to $48.3 million, a high 11.7% of expenditures and transfers out; the unreserved and undesignated portion also is sound at $19.5 million, or 4.8% of spending. The district's fiscal 2009 budget projects a drawdown of about $20 million, which would leave a good unreserved fund balance of about $28 million, or 6.4% of expenditures and transfers out. However, the district usually outperforms its adopted budget. About $6 million of fund balance was designated for taxpayer refunds after a state Supreme Court decision and is expected to be expended in fiscal 2009. The court decision will also result in lower ongoing tax revenues of about $3 million for operations and $1.5 million for debt service.

District assessed valuation (AV) growth has remained strong, partly the result of a lag between market conditions and AV inherent in the state's assessment procedures. The average annual AV gain from fiscal 2002-2009 was 9.9% and includes a very high 13.9% increase in fiscal 2009. The county reassesses 1/5th of the parcels each year, creating a lag between property value gains and AV growth. Properties reassessed for fiscal 2009, then, rose substantially since they were last assessed in fiscal 2004. The fiscal 2009 gain also results from a large amount of commercial properties which were completed but not yet added to the assessment roll.

An additional cushion to the district's AV comes from a statewide assessment practice that bases the taxable amount on the land value plus the structure's replacement cost, resulting in less exposure to the volatility of home prices. The district's tax base remains somewhat diverse, with the top 10 taxpayers representing just 3.5% of total AV, but is still dominated by hotel/casinos. The statewide property tax abatement act, in effect since fiscal 2006, appears to have dampened some of the revenue effect of the slowdown in AV as some properties have 'banked' levy capacity available. However, the banked capacity may be depleted in fiscal 2010 if the assessor's planned reduction in AV is approved by the county board of equalization.

Employment in Washoe County declined in almost every sector in 2008, led by the construction sector which lost 22%. Other hard hit sectors were leisure and hospitality (down 4.2%), financial services (down 3.9%) and information services (down 3.4%). Overall employment was down 3% in October 2008 compared to October 2007 and the jobless rate increased to 7.2% from 4.4% over the same period. The number of mortgage foreclosures increased from just 0.7% of all non-federal agency mortgages in the third quarter of 2006 to 3.6% a year later to 10.3% in the third quarter of 2008. These foreclosures, the high number of subprime mortgages and negative amortization loans will continue to pressure property values and the larger economy in Washoe County.

With only moderate debt issuance in recent year, debt ratios remain low, aided by rapid debt amortization (69% in 10 years) and strong population and AV gains. Including overlapping entities, debt ratios are low at $1,715 per capita and 1.4% of market value. The new bond issue is part of the district's 2002 rolling bond authorization which permits issuance of GO bonds payable within the existing school bond debt service tax rate. In addition, the bonds are secured by a debt service reserve account, sized at about one year's debt service. Proceeds will finance the completion of a new middle school and rehabilitation of several elementary schools.

Note: Fitch issued an exposure draft on July 31, 2008 proposing a recalibration of tax-supported and water/sewer revenue bond ratings which, if adopted, may result in an upward revision of this rating (see Fitch research 'Exposure Draft: Reassessment of the Municipal Ratings Framework'.) At this time, Fitch is deferring its final determination on municipal recalibration. Fitch will continue to monitor market and credit conditions, and plans to revisit the recalibration in the first quarter of 2009.

DLD: Europe's leading digital conference to be held in Munich International experts will discuss cloud computing, internet politics, video networks, philanthrocapitalism and diversity under the title "New Realities"

Europe's leading digital innovation conference, DLD (Digital Life Design), is taking place from 25 to 27 January 2009 in Munich for the fifth year. Around 800 selected entrepreneurs, thinkers and creative leaders from a variety of sectors will gather at this synergy exchange at the invitation of Hubert Burda Media, to compare their experiences between panel sessions from high calibre specialists. All panels at the English speaking conference will also be broadcast on the DLD video portal (
www.dld-conference.com ), which has been realised by sevenload. On Sunday 3sat will report live from the conference in the TV show "neues" from 4.30 pm.

In 2009 the DLD conference title is "New Realities", and it is calling on its participants to formulate perspectives for the future of their markets and sectors after an eventful year. Nevada's Economic Recovery Depends on Small Business

Updated Statistics Underscore the Importance of Small Business


WASHINGTON--(BUSINESS WIRE)--Nevada's economic recovery will depend on small business. That message is driven home in the newly updated Nevada Small Business Profile released today by the Office of Advocacy of the U.S. Small Business Administration. The most recent data show that the state has 48,569 small employers, and they employ 95.9% of the state’s workforce.

“Nevada depends on small business for jobs and economic growth,” said Shawne McGibbon, Acting Chief Counsel for Advocacy. “During this time of financial stress and economic instability, policymakers need to remember that the state’s small businesses provide the economic base for its families and communities.”

To further highlight the importance of small business, the updated profile notes that small businesses created 69.1% of the state's net new jobs from 2004 to 2005 (latest available data).

Not only does the state’s economy depend on the health of its small businesses, so too does the economy of the United States.

The U.S. has slightly more than 6 million small employers, or 99.7% of all employer firms, and they provide 50.4% of its private sector employment. These firms created 78.9% of the nation’s net new jobs from 2004 to 2005, and they generated more than half of the private non-farm gross domestic product.

The Office of Advocacy, the “small business watchdog” of the federal government, examines the role and status of small business in the economy and independently represents the views of small business to federal agencies, Congress, and the President. LyondellBasell’s affiliate Lyondell Chemical Company, which is a guarantor of this debt, filed for Chapter 11 protection on January 6 in the United States Bankruptcy Court for the Southern District of New York. Army will Honor Tom Selleck and John Michael Montgomery at the Annual Convention

The New Year Brings New Plans for Small Business Owners – Contingency Plans

Recent Wells Fargo/Gallup Survey: Almost Half of Small Business Owners Have Developed Contingency Plans; Many Foresee Unplanned Changes in 2009


SAN FRANCISCO--(BUSINESS WIRE)--Many small business owners say that they’re prepared to eliminate some positions or reduce the number of hours employees work as part of their contingency planning for 2009. According to the most recent Wells Fargo/Gallup Small Business Index, surveyed in November, almost half of the small businesses said they have developed a contingency plan in case their company’s financial health declines. Fifty-eight percent of those businesses said they would reduce employee hours and 51 percent said they would eliminate some positions if they needed to act on their contingency plans.

While they consider what to do in the case of a slowing economy, business owners are thinking positively about their priorities for the coming year. Nearly all respondents said that finding new ways to operate more efficiently was a high priority in 2009 (90 percent). Eighty-nine percent said they want to increase their sales and revenue, while almost sixty percent said that expanding their businesses to reach more customers is a high priority for 2009. Fifty-eight percent said they have prioritized creating new or improved products or services.

Most business owners plan to implement their 2009 plans without adding new resources. Seventy-five percent considered hiring more employees a low priority, and almost two-thirds (63 percent) said the same about increasing their investment in technology. Seventy-nine percent prioritized a cut in operating costs in the coming year, an increase of 25 percent from when the question was last surveyed (in 2006).

For the last 22 quarters, the Wells Fargo/Gallup Small Business Index has surveyed small business owners on current and future perceptions of their business financial situation. The Index consists of two dimensions: 1) Owners’ ratings of the current situation of their businesses and, 2) Owners’ ratings of how they expect their businesses to perform over the next 12 months. An Index score of zero reflects that an equal number of small business owners are optimistic and pessimistic about their companies’ situation. Results are based on telephone interviews with 605 small business owners nationwide conducted November 5- 17, 2008. The margin of sampling error is +/- 4 percentage points.

1. Pylon Air Race – Flugwettstreit mit fünf Flugzeugen gleichzeitig. Die Flugstrecke verläuft in einer Höhe von etwa 6 m. Die Fluggeschwindigkeit beträgt bis zu 500 km/h.

2. Dog Fighting – Zwei Piloten tragen ihren Wettstreit „Kopf an Kopf” und in einer Runde im Kampf um die Lufthoheit aus

3. Zielbomben – Auf ihren Flugstrecken „über Land“ demonstrieren die Piloten verschiedene mitreißende Kunstflug-Stunts und messen ihre Fähigkeiten in einem Wettstreit im „Zielbombenwerfen”.

A stunning, dismal drop in traffic during December attributable partially to the holidays, but mostly due to this Editor's illness and an inability to keep up with the website since Thanksgiving. The Editor has not been "on the ball" as News has grown stale while links gather dust.

Plenty of reasons but no excuses. Very little has been added to specialty news (i.e., Air Racing) since October.

As a precaution, we will increase our reporting of Specialty news, to include the legal cases of PACT, which will shortly find themselves in Washington, D.C., as Kimberly Blackwood takes her case to the U.S. Senate and the U.S. Supreme Court. We will bolster new sections provided by Business Wire to draw back old traffic and add new readership to that which currently exists or has existed since October, our best traffic month since we began maintaining stat records on our new server.

We begin rebuilding the website towards expanding our traffic totals in this, the first month of 2009, and the coming months as well. Older ideas that worked well shall be brought back into our forum, while dated materials are sent to the archives and links throughout updated.

The Air Racing Centennial will be a major theme and SSNS will be on the road again in 2009 covering stories at different locals here in Nevada, elsewhere in the United States and for the first time in years, Internationally. Here are our traffic totals as we prepare to begin advertising sales following our anticipated incorporation in this, the year 2009 A.D. :
